He applaudes the 9th Parliament for holding a bi-partisan and vibrant debate on the country’s oil sector.

Mukono
Ugandans should wake up from their slumber and fight for their rights for change if oppression of the marginalised is to end in Uganda, Dr Kizza Besigye has said.
Speaking during the closure of FDC party’s strategic retreat, Dr Besigye said those in power are using terror to stop Ugandans from expressing themselves.
The FDC party leader said external forces rendered his party’s 2006-2011 Strategic Plan impossible to implement. “The environment of fear has even made it difficult for the party to simply raise funds,” Dr Besigye said.
The two-day retreat held in Mukono was aimed at reviewing and formulating the party’s 2012-2016 strategic plan, while appreciating the changing times. “Our mission as FDC is not to remove Mr Museveni from power but to change the nature of Uganda. Coming to power is a means to achieve our mission,” Dr Besigye added.
Fearful population
“Uganda deserves a transparent and equitable government that is subordinate to the population. The vision of the people of Uganda must be supreme,” he added.

Dr Besigye also commended MPs of the 9th Parliament for the vibrant oil debate which he said showed that the House was acting independent of the Executive.
He warned the ruling party MPs who joined their opposition colleagues in condemning corruption in the oil sector that they could soon be intimidated into submission, blackmailed or bribed.
“If they continue to hold their ground, Mr Museveni may be forced to sacrifice his old guard and adopt these ‘young Turks’ for his own political survival,” he said.
Bishop Zac Nyiringiye, who was invited to the retreat as a spiritual leader to pray for the activities, said Uganda is plagued by a fearful population in apathy and slumber. “The weak in this country continue to face great injustices everyday yet nothing is done to help them,” he said.
